The government has opened consultation on their new Land Use Framework. Our Chief Executive, Tom Chance, has created a draft response to questions calling for support and promotion of community land trusts, including those stewarding land for nature or farming as well as those caring for housing or community places.
We welcome further feedback from our members and partners in advance of submitting this consultation response on 25th April 2025.

The government is currently consulting on a vision for land use in England and how to deliver it. This Land Use Framework will create a toolkit to support decision making and inform discussion on how we can guarantee long-term food security, support development and achieve nature and climate targets that deliver multiple benefits and support economic growth.
The Land Use Framework will interact with other government strategies, including the Environmental Improvement Plan, the Strategic Spatial Energy Plan and government ambitions to build 1.5 million new homes.
We have written a consultation response on behalf of the Community Land Trust Network. This responds to key questions that might impact community land trusts who are stewarding land for nature, biodiversity or ecological agriculture, as well as CLTs developing homes or community spaces. Our response invites the government to promote community land ownership as a vehicle to diversify who owns the land, to promote local land stewardship that responds to changing local needs, and to secure the social, economic and environmental interests of the community in the long term.
Our draft submission responds to the questions:
- QUESTION 1: To what extent do you agree or disagree with our assessment of the scale and type of land use change needed, as set out in this consultation and the Analytical Annex?
- QUESTION 7: What approach(es) could most effectively support land managers and the agricultural sector to steer land use changes to where they can deliver greater potential benefits and lower trade-offs?
- QUESTION 9: What should Government consider in increasing private investment towards appropriate land use changes?
- QUESTION 11: What approaches could cost-effectively support nature and food production in urban landscapes and on land managed for recreation?
- QUESTION 20: Which sources of spatial data should Government consider making free or easier to access, including via open licensing, to increase their potential benefit
