Government Spending Review: It’s time to invest in community-led housing

Home K CLT activity K Government Spending Review: It’s time to invest in community-led housing

Our most recent campaign to build ministerial support has been our biggest ever – with over 130 MPs contacted. This has led to many letters reaching the Housing Minister’s desk. It’s making an impact and building support. Treasury support is also key, and the Spending Review is an opportunity to secure it. We’ve joined forces with the UK Cohousing Network and the Confederation of Co-operative Housing for a submission to the treasury and are now calling on our members to write to their MPs to ask for more support for community-led housing.

With the government’s upcoming Spending Review, we are calling on the Treasury to back an ambitious industrial strategy to grow community-led housing, giving communities the tools to tackle the housing crisis.

We have made our submission to His Majesty’s Treasury alongside the UK Cohousing Network and the Confederation of Co-operative Housing, and we are now rallying our members and supporters to lobby their MPs, asking them to write to the Chief Secretary to the Treasury and press for renewed investment in the sector.

The need for action

The government has set an ambitious target of 1.5million new homes during this Parliament. To achieve this, the housebuilding industry must diversify from its reliance on a small number of volume housebuilders. Community-led housing offers a proven and scalable solution, but requires the right reforms to unlock its full potential.

Past public investment in community-led housing has delivered new homes quickly and cost-effectively, providing good value for money alongside social, economic and environmental benefits.

Community-led housing, which encompasses community land trusts, cohousing and housing cooperatives, delivers homes that are affordable, sustainable and shaped by local needs. The sector empowers communities, supports SME builders and, importantly, brings much-needed diversification to the housing market.

The Community Housing Fund, which ran from 2018-2021, led to:

  • the delivery of 4,000 homes
  • a potential pipeline of 23,000 homes
  • high value for money
  • significant social and economic benefits

However, funding has been short-term and inconsistent, leading to uncertainty, lost momentum and missed opportunities. If the government is serious about meeting housing targets, it must back the sector.

Our call to action

We are working closely with the Ministry of Housing, Communities and Local Government to establish a long-term vision that brings government, industry and the community-led housing sector together.

To secure investment we are asking our members to take action.

Write to your MP, asking them to contact the Chief Secretary to the Treasury, urging the government to:

  • Commit to long-term investment in community-led housing
  • Recognise the sector’s contribution to national housing supply
  • Support policies that create stability and growth for community-led housing

Resources

Now is the time to show that community led housing is a key part of the solution to the housing crisis. With the right backing, we can unlock thousands of additional homes, strengthen communities and build a more diverse and resilient housing sector.
